Does Record Payment send money to a vendor?

No. Record Payment records the payment in your books and applies it to bills; it does not initiate a bank transfer. You need Create payments to vendors permission and access to the vendor and open bills. The payment posts immediately unless a payment approval workflow applies. A closed period or backdating limit can block posting. Follow Record a bill payment after paying the vendor through your chosen outside method.
